What it is
A size pack is the sizes a line ships in, as one unit. A supplier that sells a style only as a carton of one small, two medium, two large and one extra large has a size pack with that ratio, and an order for that style is a number of whole packs, not a number of each size. The pack is the supplier's: it lives on the supplier's record and governs orders drafted to that supplier.
How Tightly decides it
A size pack is created on the supplier's Catalog, in the Size packs segment: choose this supplier's buy-only variants, set the ratio per variant, and review. The create drawer will not add a variant already in another active pack, though the server accepts packs that share a variant. On the Bench a line under a pack is checked against the pack's ratio rather than its MOQ and batch, and a quantity off the ratio gets a suggested adjustment; on the supplier's Catalog, MOQ and batch read 1 for a variant in a pack.
The pack reaches three places. On the Bench a Size pack column shows a line's pack as its ratio, and its Fit reads Size pack incomplete until the ratio is whole. In the replenishment engine's grid, Smart Replenishment on Lite and Essentials, the MOQ cell reads Size pack under a pack. In the order's Where it goes section, and on the commitment's Allocation wall on Pro, a send to a warehouse is floored to the pack, so a warehouse needing fewer units than one pack gets none and the remainder is shown as having nowhere to go rather than shared out.

What you can do about it
Create, edit or delete a pack on the supplier's Catalog. The create drawer says its consequence at each step: each complete pack holds so many units in this ratio, and it is applied when drafting orders, with a suggested adjustment for quantities that do not match. Delete asks first:
Delete this size pack? The rule will no longer be checked when drafting orders.
Add to Bench by packs from the same segment: a number of packs becomes each variant's units by the ratio. On the Bench, Apply size pack ratios in Review order completes an incomplete pack by drafting the missing variants.
