What it is
Open to buy is what a plan still needs to arrive against what is already placed, at cost. Several figures across Finance and the commitment's room wear the words, and they are different things, so each is named by its object: the company's, the plan's, the commitment's month, and the ledger's. The envelope's room is open to commit, never open to buy.
The company's open to buy is Finance's own Open to buy page. It reads the live merchandise plans for a fiscal year, by month or by week: the published receipts, or the receipts the plan's stock targets imply, less the purchase orders placed against those periods. Where a plan has not published the stock or receipts it needs, the period says so instead of a figure. Commitments, beside Company, switches the page to the commitments' view.
The plan's open to buy is a measure of the buy plan: for each month, the receipts the plan needs at cost less what is already placed at cost in that month, the months added together for the year. It is one of the seven measures the plan's months grid can draw and the last of the eight measures the plan carries.
The commitment's month is on its Open to buy page, per category per month. Receipts needed are sales plus reductions plus closing stock less opening stock; Remaining receipts are receipts needed less what is on order. The money still available to the commitment is the envelope less the buying reserve less what is placed, and less drafts where drafts are served: that is open to commit, which never wears the open to buy label.
The ledger's open to buy is the third rung of the envelope ladder on the ledger's Monthly plan tab: Ceiling, Placed, Open to buy. It reads Over the ceiling once the ceiling is passed. It is not a line of the weekly grid.
The cash gate carries the plan's need once more, as Planned buy: the money grid's per-month need, placed on the terms of the supplier each category's styles default to, drawn beside contracted cash out and never added to it.
On Lite, Essentials and Essentials+ there is one open to buy, the Budget's: the month's budget less what it has spent, what is on order and the suggested buy.
How Tightly decides it
Every one of these figures is derived from a served read, and none is typed as a result. The plan's needs a receipts figure and a draw it can restate, else it reads Not computed. The commitment's receipts identity does not fire on partial inputs: all four terms of a month or no figure at all, with the reason naming which terms were missing, because a receipts number worked out from three of them would command a buy nobody planned. Remaining receipts is signed, so a month bought past its need reads negative.

Open to buy is never open to commit, and the two must never wear each other's label.
What you can do about it
On the buy plan, a typed month changes the plan's measures and so its open to buy. On the commitment's page, typing a plan month and pressing Make it the plan changes the terms, and the receipts identity recomputes. The ledger places no order; its lever words name the work done elsewhere: a chase only week, a normal order staged on the Bench. On the cash gate the plan's line is read, never edited.
